Jonel Hein was appointed district director for the U.S. Small Business Administration’s (SBA) North Florida District Office on December 19, 2022. As district director, Mrs. Hein oversees the delivery of agency programs such as financial assistance, management counseling and business development. She is responsible for the daily operation of the district office in Jacksonville and an Alternate Work Site in Orlando, FL.
Her focus is on building and maintaining a viable network of collaborative partnerships with small business stakeholders and serving as a local resource representing the SBA at significant engagements. Additionally, her responsibilities include advancing the SBA brand recognition through SBA initiatives, MOU’s and Strategic Partner Alliances.
The North Florida District office encompasses the 43 counties north of Orlando and through the Florida Panhandle and services more than 1.6 million small businesses. The district office’s recent successes for fiscal year 2023 include generating over $884 million in loan approvals which created over 15,000 new jobs and over $1.2 billion in contracting opportunities for our 8a firm portfolio.
Mrs. Hein has been with the SBA for 33 years; previously serving her first 30 years in the South Florida District Office. Prior to her civil service, she worked in consumer lending with several banks in Florida and Washington State.
She is married, has 4 sons and 4 grandchildren.

Dr. Smith is a Jacksonville native who is passionate about education. Dr. Smith is a graduate of University of North Florida: Bachelor of Arts in Psychology, Masters degree in Counselor Education: Doctoral degree in Education Leadership from Nova Southeastern University.
From the time she entered college she had a career with Duval County public schools. Working her way through the ranks as she earned her degrees. Starting as a clerk, bookkeeper, teacher, and administrator. Dr. Smith has always been recognized for her dedication to student success. She additionally taught at Florida State College of Jacksonville, assisting students with earning their GED.
As an educator with experience in elementary and secondary education Dr. Smith had a desire to make a difference in preschoolers lives educationally prior to entering a traditional classroom setting. After 16 years at Duval County Public Schools Dr. Smith departed and opened her first preschool; Minds of the Future Academy.
In 2019 Dr. Smith opened the first FREE private STEM k-12 school in a neighborhood she grew up. After opening only a few months, her school was recognized as a one of a kind for the community by city leaders.
Dr. Smith has secured programs and partnerships that provided students access to lifelong learning beyond her school. She is also the owner and founder for Minds of the Future Foundation – her foundation mentors middle and high school students, provides academic tutoring, and awards scholarships to high school seniors.
On her personal time, she enjoys research and travel.
